ISSUE 182101: PERS 2 publishes a "list of effective changes" for Pay/Personnel/Travel SOPs. All SOPs Summary updates are posted at: https://mpte.navy.deps.mil/sites/npc/pers2/SOPs%20Updates/Forms/AllItems.aspx. A quick launch link (SOPs Updates) is also on PERS-2, NPPSC, and all of the PSD website pages. 3. SOP CHANGES SUMMARY - OCTOBER 2018 A. General Comments: As part of the update process 2018 NAVADMINs thru 269/18, less NAVADMINs 266/18, 264/18 and 242/18, which had not been issued before the preparation of this update, PPIBs (thru 18-20), MPAs (thru 32-18), NPPSC OPS Alerts and other Pay/Pers community feedback/ updates were reviewed to identify additional reference documents and procedural changes/work arounds required for the existing SOPs. Changes/updates with the most significant impact to the SOPs and PAYPERS community include: B. PAYPERS Policy/Procedure Updates (1) A RED DA Focus Group was held on 11 Oct 2018 to identify issues involving the RED DA implementation. An OPS Alert will be issued to address Policy and Procedure issues identified by the Focus Group. Additionally, PERS-222 and the NSIPS team have developed a draft RED DA Sailor Self Service User Manual (NSIPS Smart Sheet). When approved the User Manual will be a source document to address RED DA processing procedures. When issued, the SOP monthly summary will direct users to the reference document. (2) NPPSCINST 1000.1D Transaction Online Processing System Guidelines is in routing for approval. The revision will update the NPPSCINST 1000.1C, issued 16 Nov 2016, and provide updated, current TOPS guidance to the PAYPERS community and especially CPPAs. (3) BUPERSINST 1430.16G, Advancement Manual for Enlisted Personnel of the U.S. Navy and U.S. Navy Reserve, was released on 19 Sep 2018. This instruction supersedes the previous revision BUPERSINST 1430.16F and 11 NAVADMINs previously used as instructions for enlisted advancement. (4) PPIB 18-20 BAS Type II Submission Procedures. Although not directly related to the Meal Deduction SOP, PPIB 18-20 provides guidance and procedures on how to submit DWOWS cases for BAS II. (5) MPA 32/18 Hurricane Michael Evacuation LOAs. The purpose of this message was to disseminate the Lines of Accounting Classifications (LOAs) to be utilized in processing evacuation order travel payments. Due to the short duration impact of these type messages, they are not routinely added to the Travel SOP reference listing, however, 30 November2018 marks the official end of the Atlantic Hurricane season. So be watchful for future PPIBs and MPAs that provide LOAs to support evacuation of Navy personnel and/or their dependents. Again, as with the Hurricane Florence Evacuation in September, continue to remind CPPAs and commands of the importance of RED DA updates when there are changes. (6) NAVADMIN 267/18 Revised SECNAV Guidance for Administrative Separation for Conditions Not Amounting to a Disability This NAVADMIN announces revised administrative separation (ADSEP) guidance for service members with conditions that interfere with the performance of duty but are not specifically listed as compensable under the Veterans Affairs Schedule for Rating Disabilities (VASRD), also known as Conditions Not Amounting to a Disability (CnD). (7) DoD FMR VOLUME 7A, CHAPTER 35: Separation Payments Revision In addition to the Involuntary Separation Payment (ISP) procedures already contained in the Separation SOP, as part of the Chapter 35 revision DFAS suggested Disability Severance Payment (DSP) procedures be incorporated into the SOP as well. (8) OPS ALERT - Update to Name Change Requirements The following changes are being made to MILPERSMAN 1000-130 and the CPPA Handbook: (a) New Required/Supporting documentation for Name Change Request: New (recently dated) SSN card will guarantee 100% approval of name change requests. Divorce Decrees must contain language specifying name reversion or the name to be used after the finalized divorce. In all Name Mismatch Discrepancies cases, a new SSN card is required to ensure the SSA has updated/corresponding name data. Obtaining a new SSN card requires the member to visit their local SSA office with documentation supporting their new name. The member's application for a new SSN card eliminates the need to submit SSA-7008. A new SSN card issued AFTER marriage, divorce, court ordered name change, etc. will ensure an official Navy name change corresponds with name data on file at the SSA, thereby eliminating a Name Mismatch Discrepancy. (b) Documentation no longer accepted for Name Change request and explanation: Birth certificates are only used at accession for name establishment and cannot be used to support a subsequent name change request. Marriage certificates only validate the marriage, not the new name of the member after marriage. Name changes based on the marriage certificate result in Name Mismatch Discrepancies if the member does not visit the SSA to have their SSN card reissued to reflect their new name. (c) Name change requests must follow these name format rules: (1) Requested name is a maximum of 27 characters (including spaces); No punctuation or spaces authorized between requested names ("Myers-Smith" becomes Myerssmith, "Bobby Jo" becomes "Bobbyjo", etc.); A three element name structure (1st name, middle name, surname) or a two element name structure (1st name and surname) must be used; if the member's name exceeds 27 characters, the name change request should (working backwards in this order) list the maximum amount of the surname, followed by the max amount of the 1st name, followed by the max amount of the middle name while ensuring the requested name does not exceed 27 characters in total. (2) The name being requested MUST mirror the name on the new SSN card (e.g. John Michael Smith on SSN card cannot reflect or incorporate data as John M. Smith). Exceptions to this rule are as follows: John Paul Edward Jones on the SSN card will be recorded as Johnpaul Edward Jones (no space between first names); Maria Angel Martinez-Cruz on the SSN card will be recorded as Maria Angel Martinezcruz (no punctuation between last names); Alexander Antonio Williamson on the SSN card will be recorded as Alexander Antoni Williamson (middle name truncated to meet 27-character name length restriction). (3) New SSN cards are dated and use a 2-line name format, with 1st and middle names on the top line, and surname(s) on the bottom line. This format clarifies the true name format. e.g.: John Michael Smith John Paul Edward Jones (d) Name change request packets (the member's letter, the CO's endorsement, copy of the new SSN card) can be scanned/emailed to NSIPS Helpdesk at NSIPSHelpdesk.fcm@navy.mil. (e) The command POC identified in the CO's endorsement will receive email notification of receipt of the request and will be notified when the request is approved, and the DD Form 1343 is issued. (9) OPS ALERT - PSD MNCC TIER II Point of Contact (POC) and Training Requirements In an effort to support the MyNavy Career Center (MNCC), additional PSD Tier II POC's are being established. Each PSD needs to appoint a minimum of 2 staff members as PSD MNCC Tier II SME's. The SME's will be responsible for tracking, monitoring and responding to trouble tickets created by the MNCC in the Customer Relationship Management (CRM) Application. The following documentation is required to be completed to support the appointment: (a) Submit SAAR request form. Make sure in Block 11 where you see XXXX the SAAR includes your working group (e.g., PSD Mayport) and a functional email (e.g., W_SDNS_PSD_Afloat_West_CPO@navy.mil). The functional email should be broken down for each section and only those personnel with CRM Access should be included. Do not cross sections. Please ensure that you route your form through security (Section III). Once SAAR form is complete, send it to Mrs. Danielle Bryant at danielle.c.bryant1.ctr@navy.mil for tracking and account creation. (b) Complete Navy E-Learning courses Customer Relationship Management (CRM) Application and Knowledge Management (KM).
